In this tutorial I used the art of Sherin Moustafa.
You need a license to use Sherin's art, available here.
The kit I used is called "Silver Bells" and is by

You will also need a mask, I used Gem's mask 22, here.
For the animation, you will need Animation Shop and
the snow animation here.
Font is Amonite, here.
Don't forget to sharpen up those elements after resizing/rotating as otherwise they will be a little blurry; check out my Tips and Tricks page for more info.
I used a drop shadow throughout of vertical and horizontal 5, opacity 75, blur 10.
Open a new transparent canvas 650 by 600 pixels and flood fill with white.
Open dcorbitt_silverbells_pp10 and copy. Make a new layer on your canvas, select all, paste the paper into the selection, deselect and apply the mask. Resize 87%.
Open dcorbitt_silverbells_frame and paste as a new layer. Resize 80%. Select the interior of the frame with your magic wand and expand the selection by 20, make a new layer below it and fill with a pale grey, I used #e9e9e9. Do not deselect.
Open your tube and paste as a new layer, resize as needed, place in position in the frame, invert the selection and hit delete to remove the excess tube. Do not deselect.
Open dcorbitt_silverbells_cityscape1 and paste as a new layer. Position nicely in the frame and again hit delete to remove the excess, deselect.
Go back to the tube, go to Adjust - Hue and Saturation - Colorize, change both values to 0 and hit ok. Apply the drop shadow to the frame and the cityscape.
Open dcorbitt_silverbells_glitterstamp and paste as a new layer. Drag down so its just above the mask and place in position so it shows in the top, left hand corner. Duplicate and move the duplicate to show in the bottom, right hand corner. Apply the drop shadow to each layer.
Open dcorbitt_silverbells_branch and paste as a new layer. Mirror, place in position and apply the drop shadow.
Open dcorbitt_silverbells_berries and paste as a new layer. Mirror, resize 60% and rotate 20 degrees to the left, place in position, erase the stalk that shows at the bottom of the frame and apply the drop shadow.
Open dcorbitt_silverbells_christmastree1, paste as a new layer and bring to the top, place in position and apply the drop shadow.
Open dcorbitt_silverbells_flower1 and paste as a new layer. Resize 80%, place in position and apply the drop shadow.
Open dcorbitt_silverbells_star and paste as a new layer. Resize 30%, place in position and apply the drop shadow.
Open dcorbitt_silverbells_candycane and paste as a new layer. Resize 40%, place in position and apply the drop shadow.
Open decorbitt_silverbells_bow4 and paste as a new layer. Resize 40%, place in position and apply the drop shadow.
Open dcorbitt_silverbells_bell1 and paste as a new layer. Resize 70%, place in position and apply the drop shadow.
Open dcorbitt_silverbells_bell2 and paste as a new layer. Resize 55%, drag down below the first bell and place in position, erase the thread tied to it and apply the drop shadow.
Check the positions of your layers and make any necessary adjustments. When you are done, crop your tag and add your copyright information and text (I used Alien Skin, Eye Candy 5, Impact, Chrome on the text). If you are not continuing with the animation, export your tag as a jpeg with compression set to 5 or on a transparent background as a png.
Now open the snow animation in Animation Shop. Go to File - Export Frames - To Paint Shop Pro. The animation will now open in PSP in layers. Go back to Animation Shop and again go to File - Export Frames - Break link with Exported Frames.
Activate your frame layer and again select the interior with your magic wand but this time expand the selection by 30 (it needs to be larger as it now has the shadow on it). Activate the layer below the frame (the cityscape) and paste each layer of the animation as a new layer starting from layer 1. Be sure not to move any of the snow layers as otherwise the animation will jump. Invert the selection and hit delete on each snow layer to remove the excess then deselect.
Close off all the snow layers apart from the last one. Right click on your tag and "Copy Merged" then paste in animation shop as a new animation. Close off that layer of the snow and open the layer below it, right click and Copy Merged again and paste in animation shop "Before Current Frame". Do this for all the snow layers working down.
Check your animation is running correctly by going to View - Animation. If all is well, run your tag through the optimisation wizard and export as a gif. Remember, if you want to save your tag without the text so you can add different names later, you can save it as a mng file (more info on my Tips and Tricks page).
