In his tutorial I used the adorable art of Suzanne Woolcott.
You need a license to use Suzanne’s art,
they are available here.
The scrapkit I used is called “Dark Streak” by
I loved this kit and it will go with several of Suzanne’s tubes.

You will also need a mask, I used Monti’s circle mask, here.
If you wish to do the animation, you will need Animation Shop.
I used the font DK Porcupine Pickle, here.
Remember to sharpen your elements after resizing, this is essential for a good looking tag. If you are not familiar with it, check out my Tips and Tricks page for more info.
I used a drop shadow of vertical and horizontal 2, opacity 75, blur 5.
Open a new transparent canvas 650 by 600 pixels and flood fill with white.
Open one of the papers and copy, I used SkyScraps-DarkStreak-pp6. Make a new layer on your canvas, select all, paste the paper into the selection, deselect and apply the mask. Resize 75%.
Open SkyScraps-DarkStreak-055, paste as a new layer and resize 50%. Select the interior of the frame with your magic wand and expand the selection by 20, make a new layer below the frame layer and floodfill with a dark grey, I used #262523. Apply the drop shadow to the frame making sure the “shadow on new layer” box is checked, you can uncheck it for the rest of your shadows but it must be on a separate layer on this frame to enable us to do the animation.
Open SkyScraps-DarkStreak-038 and paste as a new layer. Resize 55% and duplicate, mirror the duplicate, drag both layers down below the frame and paper layer that is below it and position on the right hand side. Duplicate both layers again and position on the left hand side. Apply the drop shadow to each layer.
Open SkyScraps-DarkStreak-04, paste as a new layer and bring to the top. Resize 25%, place in position and apply the drop shadow.
Open SkyScraps-DarkStreak-03 and paste as a new layer. Resize 25%, mirror, place in position and apply the drop shadow.
Open SkyScraps-DarkStreak-01 and paste as a new layer. Resize 60%, place in position and apply the drop shadow.
Open SkyScraps-DarkStreak-032 and paste as a new layer. Resize 40%, place in position and apply the drop shadow.
Open SkyScraps-DarkStreak-050 and paste as a new layer. Resize 30%, place in position and apply the drop shadow.
Open SkyScraps-DarkStreak-051 and paste as a new layer. Resize 25%, place in position and apply the drop shadow.
Open SkyScraps-DarkStreak06 and paste as a new layer. Resize 55%, place in position and apply the drop shadow.
Open your tube and paste as a new layer, resize as necessary, place in position and apply the drop shadow.
Open SkyScraps-DarkStreak-053 and paste as a new layer. Resize 30%, place in position and apply the drop shadow.
Now is a good time to check the positions of your layers and make any necessary adjustments.
Open SkyScraps-DarkStreak-018 and paste as a new layer. Resize 40%, mirror, drag down below the tube, place in position and apply the drop shadow.
Open SkyScraps-DarkStreak052 and paste as a new layer, resize 60%, drag down until its just above elements 04 and 03 and place in position. Click on your white background layer and make a new layer, flood fill this layer with the dark grey again, this is just so you can see what you are doing. You will see a few of sparkles from layer 052 that are outside the tag, erase those then delete the dark grey layer you just made.
Crop your tag and add your copyright information and text. If you are not continuing with the animation, export your tag as a jpeg with compression set to 5 or on a transparent background as a png.
Click on the frame layer to activate it and again select the interior with your magic wand. You now need to expand this selection so it just includes the inner part of the frame as in my screenshot below. If you have resized as I have, you will need to expand it by 13.
Copy this selection on the frame layer (just right click and copy) and take it into Animation Shop. Go to effects – insert image effect – underwater. Change the Frames Per Second to 1 which will have a length of 3 frames.
Click on customize and change the sunlight intensity and water depth to 20, pull out the waves something like in my screenshot below but they don’t have to be exact. Click on ok. The animation will have 4 frames, delete frame 1 as that is not animated.
Back in paintshop, close off all your layers above that frame layer, click on one of the open layers to activate it and “merge visible”, rename it “bottom”. Close that merged layer off and open the ones you closed, again click on one to activate it and “merge visible”, rename it “top”. Close this layer off and open “bottom”.
Right click on the bottom merged layer, go to “copy merged” and paste it in Animation Shop. Duplicate it so you have 3 copies. Click on the animated part of the frame, go to edit – select all – edit – copy, right click on the first frame of “bottom”, go to edit – select all – edit – paste into selected frame. Position the animated part exactly over that part of the frame on "bottom".
Back in paintshop, close off “bottom” and open “top”. Again, right click and copy merged, take into Animation Shop and paste “as a new animation”. Again, duplicate so you have 3 copies, select all the copies and paste them on your main animation the same as you did for “bottom”. Change the frame properties on each frame to 20 (Animation – Frame Properties).
Run your tag through the optimization wizard and save as a gif.
