I used photo mask freebie 2013 from

Font is

Unless noted, I used a drop shadow of vertical 0, horizontal 5, opacity 85, blur 10.

Open a new transparent canvas 650 by 750 and fill with white.

Paste frame 2 and resize 45%.  Select the open section of the frame, expand the selection by 10, make a new layer below the frame and paste paper 5 into it.  Mirror the tube and paste it on your canvas, resize 85%, position in the frame, invert the selection and hit delete to remove the excess, deselect and apply the drop shadow to the tube.

Activate the frame layer and click anywhere on your canvas outside it to make a selection, invert the selection and contract it by 17, paste the tube again (not mirrored), resize it 65%, position in the right hand part of the frame and hit delete, deselect.    Select the open part of the frame again, expand the selection by 17,  again hit delete on this tube and deselect.  Change the blend mode of this tube to “Hard Light” and lower the opacity to around 80, apply the drop shadow to the frame, close off the white background layer and merge visible then reopen the background layer.

Paste grid, resize 65%, drag below the merged layer, move up a little and apply the drop shadow.

Paste bricks, resize 65%, place in position and apply the drop shadow.

Paste plant, resize 60%, place in position and apply the drop shadow.

Paste candle, resize 50%, place in position and apply the drop shadow.

Paste open box on the top, resize 20% and rotate 10 degrees to the right, place in position and apply the drop shadow.

Paste leaves 1, resize 20%, place in position and apply the drop shadow.

Paste rose,  resize 40% and rotate 50 degrees to the left, place in position and apply the drop shadow.

Paste  water, resize 80%, drag down to just above the white background and place in position.

Paste sailboat on the top, resize 40%, place in position and apply the drop shadow.  Open your Eraser, set the size to 50 and opacity to 10 and dab it around the bottom of the boat to blend it out so it looks like it’s in the water.

Paste doodled heart, resize 30%, drag below the boat, place in position and apply the drop shadow.

Paste word art 2 on the top, resize 50%, place in position and apply the drop shadow.

Paste word art 4, resize 70%, place in position and apply the drop shadow changing the vertical to 2 and blur to 10.

Paste notes, resize 70%, drag below both word arts, place in position and apply the last drop shadow.

Check your layers now and make any adjustments.

Activate the white background layer, paste the mask and resize it 22%.  Select the mask, float and defloat it, make a new layer and paste paper 5 into the selection, deselect and delete the black mask layer.  I used the Pick tool on my mask to stretch it down longer.

Paste ribbon 2 above the bricks,  resize 60% and rotate 20 degrees to the right, place in position on the left and apply the drop shadow (remember to change the settings back), duplicate, move the  copy over some more shows on the right  and erase the parts that over lap hiding the join behind the merged frame layer.

Paste cloud above the rose, resize 60% and place in position, duplicate, drag the duplicate below the merged frame layer and position so some shows on the right.

Paste the ravens on the top, resize 20%, place in position and apply the drop shadow.

Check your layers again then crop your tag, add your copyright information and text and export on a transparent background as a png.
