Thank you Jessica, you are always so generous with
your gorgeous freebie samplers!

I used the mask 2 from set 65 from

Font is the Windows font
Impact.

I used a drop shadow of vertical 0, horizontal 5, opacity 90, blur 10.

Open a new transparent canvas 650 by 600 and fill with white.

Make a new layer, select all, paste paper 1 into the selection, deselect and apply the mask.

Paste the grid, resize 80% and rotate 10 degrees to the left (unsharp mask after both the rotation and the resize to keep the element nice and shiny), place in position and apply the drop shadow.

Paste the wings, resize 80%, place in position and apply the drop shadow.

Paste the flourish and resize 85%.  Select the interior of the flourish with your magic wand, expand the selection by 2, make a new layer below it and paste paper 2 into the selection, deselect.  Apply the drop shadow to the flourish, merge it down onto the paper and place in position.

Paste the tube, place in position resizing as needed and apply the drop shadow.  I resized my tube 60%.

Paste bling, resize 60%, duplicate, merge the duplicate down onto the original copy, drag below the tube, place in position and apply the drop shadow.

Paste the lantern, resize 35%, place in position and apply the drop shadow.

Paste bit strip on the top, resize 60% and rotate 10 degrees to the left, place in position and apply the drop shadow.

Paste brushed clocks, resize 60%, place in position and apply the drop shadow.

Paste leaves 1, resize 65%, rotate 90 degrees to the left and flip, place in position and apply the drop shadow.

Paste floral, resize 50%, duplicate and hide the duplicate for now, rotate the original 110 degrees to the right, place in position and apply the drop shadow.  Open the copy, rotate it 90 degrees to the left, drag it below the bit strip, place in position and apply the drop shadow.

Paste ribbon 3 on the top, resize 60%, place in position and apply the drop shadow.

Paste the chain, resize 50% and rotate 85 degrees to the left, place in position and apply the drop shadow.

Paste floral 1, resize 30% and rotate 90 degrees to the right, place in position and apply the drop shadow.

Paste flower, resize 15%, duplicate, mirror the duplicate and resize it another 90%, place in position and apply the drop shadow to each.

Check your layers and make any necessary adjustments.

Open the font and type your text in lower case, no foreground, background any colour, font size will depend on your version of PSP but you can use the vector nodes to get it right.  When you are happy with the size, turn into a raster layer.  Select the text, float and defloat it, paste paper 3 as a new layer, resize it 50% and position on the selected text, invert the selection and hit delete on the paper, deselect.  Delete the original text layer, apply an inner bevel to the paper text with the settings in my screenshot below, apply the drop shadow and place in position.

Paste the staple, resize 35% and rotate 10 degrees to the left, position on your text and apply the drop shadow.

When you are done, crop your tag, add your copyright information and export on a transparent background as a png.
