In this tutorial I am using the art of Suzanne Woolcott.

I am using a pretty little kit from Grunge & Glitter Scraps called
Thank you Brandi!
You will also require a mask.
I used Monti’s circle mask, which you can get here.
Optional plugin used – Alien Skin, Xenofex 2, Constellation.
I used the font Coffee Shop.
Don’t forget to sharpen your elements after resizing/rotating to take away the blurriness (effects – sharpen – unsharp mask – radius and clipping 5, strength 30).
I used a drop shadow of vertical and horizontal 2, opacity 70, blur 5.
Open a new transparent image, 500 by 500 pixels and flood fill with white.
Open paper 13, make a new layer, select all, paste the paper into the selection, de-select and apply your mask. Resize the mask layer 95%. Apply Alien Skin, Xenofex 2, Constellation to the mask layer with the following settings.
Open rainbow and paste as a new layer. Resize 55% and move down slightly.
Open frame1 and paste as a new layer. Resize 65%, apply the drop shadow and move over slightly to the right.
Open swirl1 and paste as a new layer. Flip the swirl, resize 55%, place in position and use your pick tool to pull the width in a bit and bring it a bit narrower. Apply the drop shadow.
Open clouds and paste as a new layer. Resize 95%, place in position and apply the drop shadow.
Open kite and paste as a new layer. Resize 65%, place in position and apply the drop shadow.
Open flowerpuffs and paste as a new layer. Mirror, resize 65% and place in position. No drop shadow.
Open your tube and paste as a new layer. Resize as required and apply the drop shadow.
Check the position of all your elements.
Open lighteningbug and paste as a new layer. Resize 15% and rotate 20 degrees to the right. Duplicate this layer, resize the duplicate 90% and mirror. Place the bugs into position and apply the drop shadow to each.
Crop your tag, apply your copyright information and text and then export as a jpeg with compression set to 5 or a png on a transparent background.
